THE "BAD WEATHER FOR PARLIAMENT" EXHIBITION

The exhibition "Un mauvais temps pour le Parlement" ("Bad weather for Parliament") was produced by three students from the Master 2 in General Public Law and Public Litigation, class of 2024, as part of the Constitutional Law and Litigation seminar taught by Professor Emmanuel Cartier, full professor in Public Law at the University of Lille and co-director of the Master 2 in General Public Law and Public Litigation. The aim of the exhibition was to highlight the work carried out by the ParlTime research network teams, and more specifically parliamentary time.

The exhibition was on display at the University of Lille, the Institut d'Études Politiques de Lille and the Conseil Régional des Hauts-de-France from 15 December 2023 to 5 February 2024.

The exhibition has been transcribed onto this website with the greatest care, in order to faithfully reproduce its essence and richness. The aim of this adaptation is to offer online visitors an experience that is as close as possible to that experienced on site.

The Bad Weather for Parliament exhibition & the ParlTime project

The "Bad Weather for Parliament" exhibition is structured around six main themes that examine the complex relationship between time and the functioning of parliamentary institutions: the very nature of time, the fragile stability of rationalised parliamentarism, the frantic rush of assemblies, the difficulty of harmonising government demands with effective legislative work in a limited time, the overall management of parliamentary time, and finally the tendency to make an exceptional situation permanent. These subjects correspond closely to the issues addressed by the European ParlTime project, which is carrying out a comparative analysis of the relationship between time and parliament in several European countries. By highlighting these dimensions, the exhibition serves as a vehicle for disseminating the results and insights of this research. It offers the public a better understanding of the challenges of managing parliamentary time, while highlighting the scope and importance of this project for current and future representative democracy.

 

The exhibition on site

Installed in the hall of the faculty's R building, the “Un mauvais temps pour le Parlement” exhibition accompanied the ParlTime conference, sharing its theme. 
It presented the contents of the project in a series of panels combining text and visuals.
Designed for both visitors and conference participants, the exhibition provided an accessible, concise overview of the issues explored.
