Standardisation of the exceptional
Back in 2010, Jean-Louis Pezant emphasised the importance of time in the legislative process. In recent years, parliamentary activity has been turned upside down, with unforeseen events requiring rapid responses diverting the original timeframe. The accelerated procedure is becoming more widespread, leading to a weakening of Parliament, shorter debates and the adoption of texts to the detriment of due process, raising the question of the balance between efficiency and democracy.
The executive dominates parliamentary work, calling into question the autonomy of parliaments. Parliamentary time is shrinking, threatening the quality of legislation and the essential democratic role of parliaments.
